Phoenicia is a formable nation in the Near East for countries of Phoenician culture, representing a unification of the mercantile cities of the region that can be formed by one of the autonomous Phoenician city-states in the area such as Arados, Sidon, or Byblos. Forming Phoenicia requires conquering all of the main cities of the region and will likely involve challenging the Antigonid Kingdom that has the whole area firmly under its the control at the start of the game, in addition to declaring independence from that kingdom in the first place. While not a territorially extensive formable, forming Phoenicia will give unique bonuses to trade and ship recruit speed, reflecting the mercantile heritage of the Phoenicians who traded and settled across the Mediterranean and beyond.
Phoenicia can also be released as a feudatory by Carthage through its unique missions if the Punic Wars DLC is enabled, as a possible reward for liberating the homeland from the Macedonian warlords that conquered it.
Phoenicia can be formed by decision by any Phoenician-cultured country that manages to conquer the main Phoenician cities, giving claims on the region and a special country modifier.
The proud Phoenician people mastered the Mediterranean many centuries previously. Without us, there would be no Carthage, or grand cities of Iberia. Since the days of Cyrus, we have languished under the rule of foreign overlords, yet now - now is our chance to reclaim our heritage, and show the world the might of Phoenicia, once again.

The final tasks of the unique Carthaginian mission tree Liberating Phoenicia allow Carthage to optionally release Phoenicia after it has conquered the main cities of the region, though with different requirements from the formation decision. Note that while the task itself only requires owning Tyros (743), its prerequisite also requires Carthage to own or have subjects that own Sidun (747), Gebal (766), and Arpad (779), making them requirements for releasing Phoenicia as well.
