Parthia is a formable nation that can be created by a Scythian culture group country that takes control of the Parthian region. Historically, the Iranian Parthian kingdom was formed by the Arsacid dynasty of Parnia, who conquered the Seleukid satrapy of Parthia when it rose in rebellion in 238 BC. While the Arsacids would at first be forced to become a vassal of the Seleukid Empire, they would soon take advantage of Seleukid weakness in the wake of dynastic disputes and crippling defeats by the Romans to declare independence and seize control over all of Greater Persian region, restoring Iranian rule for the first time since the fall of the Achaemenid Empire and forming an empire stretching from Mesopotamia to Ariana. With a syncretic culture combining both a revival of older Iranian traditions and Hellenistic influence from the Seleukids and a decentralized realm marked by the presence of many autonomous vassal kings, the Parthian Empire would be one of the fiercest rivals of the Romans in the Middle East until their overthrow by the Sassanids.
Parthia can be formed by any county in the Scythian culture group, primarily intended for the Dahaen tribes of Parnia and Zanthia but in principle formable by any of the Scythian kingdoms of the steppe if they migrate to the Parthian area. Dahae is a commonly formed intermediate tag, as most potential forming nations will either begin or pass through that area, which is more easily conquered than the required provinces for Parthia under the Seleukid satrapy of Parthia as well as giving claims on all the territories needed to form Parthia. Notably for an endgame tier 3 tag, it only requires controlling a territories across two different provinces and does not provide any claims. However, forming Parthia does give the temporary Parthian Identity modifier with strong bonuses to assimilation speed and unintegrated culture group happiness, making rapid expansion in the near future significantly easier. Forming Parthia will also switch the forming country's primary culture to Parthian, which will give it the same culture group as much of the rest of the Iranian plateau and make expansion into the rest of Persia much easier.
There is a single country-specific event relating to Parthia, which spawns Arsaces in the country and makes him the ruler. Note that despite the event being about Parthia, it is actually triggered after the formation of Dahae, allowing the country to use the bonuses and army that is spawned to pursue the conquest of Parthia.
With the unification of the Dahae tribes great social changes are also upon us. Some men thrive in such conditions, rising from obscurity to relevance and power.
Arsaces is one such man. Having quickly built a power base for himself, with enthusiastic warriors joining his side by the hundreds, he has now approached the Clan Chiefs offering his assistance in bringing our federation towards a brighter future.
