Elis is a republic in Greece. As custodians of the Temple of Zeus in Olympia, they host the Olympic Games at the beginning of the game.

As a Greek nation, Elis can pursue the Pan-Hellenic Government mission, guiding them through the unification of the Greek city-states into a new Hellenic League. Expanding into ports of Asia, Bithynia et Paphlagonia, or Thrace will unlock access to the The Hospitable Sea, focusing on establishing control of the Black Sea.

Like all other countries, Elis always has access to the generic missions.

More broadly, Elis can undertake the decision to form the Hellenic League if they control all of Greece and Thessaly. This can be pursued even after forming Achaea.

Pan-Hellenic League

During the days of Argead domination the League of Corinth united all Greek cities in one league. The goal of this organization was always to control them, and to deny them the independence that they are due. But the idea of a Pan-Hellenic League has not died with the oppressive actions of the Argeads and Antipatrids, it could also be the ultimate guarantor of Greek Independence.
